Take a bowl to add All-Purpose Flour, Cocoa powder, Bakin Soda, & Salt. Mix It Well Stir it and set aside. Take a bowl to add Butter at Room Temperature, add Sugar, and beat it until smooth. Add 1 egg and again beat it, add vegetable oil, white vinegar, vanilla extract, buttermilk 1 beat until combined, add flour mixture and mix it until it well combined then add red Food Colouring 1 Teaspoon, add if you need according to you.

Scoop the batter of cake into cupcake liners, Bake at 350° F For 20 minutes, check whether it is baked completely by inserting a toothpick into the center and comes out clean once the cupcake is baked completely let them cool. 

Make Frosting Cream 

Take a bowl and add cheese at room temperature and add butter at room temperature and just beat it on high speed until it smooth. Add powdered sugar & add vanilla extract gradually and beat it until the mixture is smooth. Frost the cupcakes with cream mixture and at last decor them with a heart-shaped sprinkle.
